It is a friend 2 friend network, with visibility settings for each Share for each User. Also it features one drag file transfer functionality (if allowed). 
It uses a custom encryption scheme with a RSA Authentification Key, one RSA for each Session and then AES keys which are exchanged each 2 minutes.
Installation: Needs java 1.6. Download from http://sourceforge.net/project/showfiles.php?group_id=198920 and use tcpfile.exe or tcpfile.jar to start it.

About the alliance encryption: Exactly what I was thinking, because I looked up the basic encryption: It only adds 33 to the byte before sending...</description>
